Here is the honest version, because skipping this step can turn into a stop-work order or a building you have to move. The rules in Citrus County are not the same as the ones you may have heard for Marion County, and Citrus tends to be stricter about accessory structures, so do not assume the same size carries over from one side of the line to the other. If your address is inside the City of Crystal River, the City handles permitting through its own building department. If you are in unincorporated Crystal River, you work with the Citrus County Building Division. Either way, setback, zoning, and any HOA rules still apply, which means the building has to sit the right distance from your property lines.
There is one more thing that matters near the coast. A lot of waterfront and low-lying lots sit in a flood zone, and in a Special Flood Hazard Area there can be added rules on how and where a structure is placed. We do not pull the permit for you, and a permit is not required for us to deliver, but we will tell you straight what we know and point you to the right office so you are not guessing. A quick call to the Citrus County Building Division at the Lecanto government complex, or to the City of Crystal River for an in-town lot, settles it for your exact property. Getting this right up front is a lot cheaper than fixing it after the fact.
